Special Court, obstacle to the communication between Government and Parliament

Kosovo Government and Parliament have seized the communication on the Special Court, for more than two weeks, when the MPs decided to postpone the voting on the constitutional amendments for the creation of the Court. In the meantime, nothing is expected to change, for at least two more weeks.

With a proposition with the governing parties, the session was postponed because the MPs were not delivered the draft law on the Special Court. It was a formal justification, because the postponement followed the lack of votes, and the draft-law was not on the agenda for that day. 
Hence, legally, the draft law on the Special Court cannot be proceeded to the Parliament, before the approval of the amendments. 
Parliament MPs claimed that the Government has not delivered the draft law yet, and the amendments were removed from the agenda. 
"The parliament is expecting the draft law, and has yet to be delivered from the government" said Ismet Krasniqi, General secretary of Kosovo Parliament. 
However, government officials stated that they cannot proceed the draft law outside the constitutional logic.
